Found this available locally, what is it?

I found this tank available locally and the seller says it's for distilling, but I haven't seen something like it before.

Any ideas what it is?

This device is very similar to a storage tank for heating water. What kind of material is it made of? Stainless steel?

It's definitely a heat exchanger of some type but I doubt it's used for distilling (it would be overkill). Is the tank insulated?

It looks like a lab vessel used to heat or chill some liquid. Looks a bit like a pressure vessel for water.
It does not seem to be insulated.
The sticker is an inspection tag, so no great info from that :)

Depends on how much he asks for it. I would take it for the price of scrap metal not more.
