Yes it is.
A few months ago, I was wandering around the ABC store. I do that now and again to look at Iproducts, packaging and marketing. And I'll browse the miniatures to see if there's anything interesting I want to taste. (Cane Run rum for 99 cents was remarkably smooth for a cheap white rum)

What I noticed was my old college bourbon Early Times is now "Kentucky Whisky". I ASSuME because of the high demand for bourbon, it is now a blend of Neutral Grain Spirits and (I think 20% Bourbon). Also, they age in re-used barrels. Of course, if it walks like a duck, quacks like a duck, .....
